It was an initiative started by President Bush back during the first term, and is still growing. I don't believe they have full-time positions and internships, at least not through the site. This organization is operated as a branch of the White House, so you will probably have to go through their job site, USAjobs, to search for full-time positions. If you're in college or on break and looking for an opportunity to volunteer, this would be another good site to search through.
